Parkades are inspected less often than any other major shared component and cost as much as almost any of them to repair. The deterioration is well advanced by the time it is visible from a parking stall.

Why the parkade gets overlooked
It is not attractive, nobody spends time there voluntarily, and it usually looks the same year after year. A concrete deck with some staining reads as normal, because concrete always reads as permanent.
Meanwhile it is doing more work than almost any other assembly in the building: carrying vehicle loads, taking water and road salt off tires all winter, and in most buildings acting as the roof of occupied space below or the floor of occupied space above.
How the damage actually progresses
Water penetrates the wearing surface, usually where the traffic coating has worn thin at drive lanes, ramps, and turning areas. Chloride from road salt travels with it into the concrete.
At the steel reinforcement, chloride breaks down the passive layer that protects it and corrosion begins. Corroding steel expands, and that expansion cracks the surrounding concrete from the inside.
Spalling, the point at which concrete breaks away and exposes rusted steel, is the last stage of that sequence, not the first. By then the repair has moved from coating renewal to concrete restoration.
What to look at, in order
Traffic coating wear. Thinning, bare patches, and loss of aggregate at ramps and turning areas.
Rust staining and efflorescence. Rust-coloured weeping and white mineral deposits on soffits, walls, and columns.
Cracking with active moisture. Cracks that are damp, dripping, or leaving deposits below them.
Drainage. Ponding water, blocked or silted drains, and sump operation.
Expansion joints. Split, hardened, or missing joint material at movement locations.
Mechanical and life safety. Ventilation operation, lighting coverage, and sprinkler or standpipe condition where these are present.
Turning observation into a plan
Parkade work is disruptive, phased, and expensive to mobilize, which makes it the worst possible candidate for reactive repair. Coating renewal handled on schedule is a maintenance line item. Concrete restoration after years of unmonitored chloride exposure is a project.
The practical move is to track the parkade on the same cadence as the rest of the building, record coating condition and moisture indicators with photographs, and act on progression rather than on appearance. Where structural capacity or repair design is in question, a qualified structural engineering professional is engaged directly.
